To post a scrolling marquee, go to your Update Index and click the Site Settings tab.  Next, click the Customize Web button in the left sidebar.  Here, you can edit the scrolling Marquee.

Go to the Marquee section and enter text into the text box.  Submit the update.

The text you enter here will appear as scrolling text across the top of your Home page.

This option is available in Classic and Classic Frame sites only.  Template Design sites do not include the option to post a scrolling marquee.
